The project proposal is to establish a private school within an existing 1,606 sq. ft. building at the Orchard Avenue Baptist Church campus located at 301 N. Orchard Avenue. The school would employ six staff members to serve no more than 30 students between kindergarten and 6th grade and would operate Monday through Friday from 7:00 am to 3:30 pm. The school would utilize four classrooms within the existing building and an outdoor play yard next to the building. The project would use existing parking at the campus, which includes 133 parking stalls. Access to the site is provided via three driveways on North Orchard Avenue. There are no proposed changes to the exterior of the building, on-site landscaping, or site plan of the center. Pursuant to Section 15301, Class 1 (Existing Facilities) of the California Environmental Quality Act (CEQA), this project is Categorically Exempt from the requirements of CEQA because, based on the number of students and the location of the proposed activities within an existing building, the project involves negligible or no expansion of the existing uses of the existing facility. No additional environmental analysis is required
