The Community Development Department is proposing to amend the City’s Zoning Map. The Zoning Map changes required by the LUDC update and DTSP are divided into three categories:
(1) Major Change: Properties in this category are changing zoning designations because old zoning designations were either eliminated, or the former zone is no longer consistent with the General Plan, and a new zoning district must be applied to ensure the property is consistent with the General Plan. Properties in this category will be subject to different standards or regulations in a new zoning district, including any changes required by the 2022 LUDC update. This category affects 442 properties; and
(2) Minor Change: Properties in this category are changing zoning designations because old zoning designations were renamed, and new overlay districts were created to identify areas with specific plans. Specifically, the Community Facility (CF) district has changed to Public Facility (PF). Therefore, the City is proposing to revise the Zoning Map to show the new labeling for all CF properties in the City. Properties in this category will continue to comply with the same standards that were applicable by the original zoning CF district, except as modified by the 2022 LUDC update. This category affects 183 properties.
In addition, the City is adding separate overlay zones as special indicators that Specific Plans are the governing regulatory document for an area. There are seven (7) areas that will be affected by this change. These areas will continue to comply with the applicable specific plan; and
(3) DTSP Change: Properties in this category are changing to reflect the land use and zoning designations adopted with the Downtown Specific Plan. Properties in this category are required to comply with standards and regulations in the DTSP. The change will give new zoning districts for 494 properties located in the Downtown boundary.
