Appellants seek reversal of the Vacaville Planning Commission’s December 15, 2020 decision to reaffirm the General Plan Environmental Impact Report (EIR) and approve a Planned Development for the Harbison Townhomes project. The Harbison Townhomes consists of a new 160-unit townhome-style apartment complex on a vacant 8.86-acre site, located at the northwest corner of Harbison Drive and Ulatis Drive. The project consists of 64 two-bedroom units and 96 three-bedroom units. Floor plans range from 1,120 sq. ft. to 1,354 sq. ft. The site plan identifies 21 three-story buildings, a 7,400 sq. ft. clubhouse and a swimming pool. The site plan also includes 356 covered and uncovered parking spaces with primary access on Harbison Drive and secondary access adjoining Ulatis Drive to the south. In summary, the appellants believe: (1) the project was approved for erroneous reasons; (2) the project is inconsistent with regulatory documents such as the Housing Element and Municipal Code; (3) the Planning Commission violated the Brown Act; and (4) the City failed to analyze impacts to traffic, parking and schools. The appeal is subject to review and determination by the City Council.
CEQA: Pursuant to Section 15183 of the California Environmental Quality Act (CEQA) Guidelines, no additional environmental review is required because the project is consistent with development density, zoning and general plan policies for which an Environmental Impact Report (SCH# 2011022043) was certified.
